To insure that the benefits listed above would be realized, it <br />is recommended that: <br /> <br />(a) Title be acquired in fee simple to a buffer strip 50 feet <br />wide :immediately adjacent to the reservoir perimeter at maximum pool <br />elevation and to all lands within the reservoir basin. <br /> <br />(b) Access roads be constructed to all points on the resbrvoir <br />perimeter sui table for recreational use. <br /> <br />(c) No part of the reservoir area, nor of the buffer strip <br />surrounding toot area, be leased for the exclusive benefit of any <br />corporation, individual, or group of individuals for any purpose which <br />would interfere with use of that area for hunting, sport fishing, or <br />recreational purposes by the general public.
