The purpose <br />is to minimize cost, meet the salinity reduction <br />requirements and minimize interest payments from the Lower <br />Colorado River Basin Development Fund. <br />Revenues in the Lower Basin fund are derived from a 2 <br />1/2 mill levy on hydropower generation in the Lower Basin. <br />The plan of implementation presented in this report <br />incorporates a construction schedule that when implemented <br />would have an estimated cost of $560 million. ' Under this <br />plan, the required salinity reduction can be made to the <br />year 2010, and the Lower Basin_ fund will be adequate to <br />meet its obligation of repayment if the annual inflation <br />rate does not exceed 3.7 percent. <br /> <br />Responsibility for AccomplishinR <br />Salinity Control Measures <br /> <br />The plan of implementation recognizes that the Forum, <br />the sev~ral federal agencies, and the Basin states each <br />have specific responsibilities for furthering the salinity <br />control program. Table 5 presents, in summary form, the <br />elements of the plan of implementation. which considers <br />full implementation of all salinity control measures <br />discussed in Chapters IV and V. <br />The table includes actions to be taken, the time <br />schedule, and the responsible entities. <br />The Forum will provide overall coordination and a <br />continuing review of salinity changes and program <br />effectiveness. Every 3 years, or more often if necessary, <br />the Forum, in light of existing depletions and salt <br />concentrations, will consider and, where needed and <br />feasible, recommend revisions in the schedule for <br />installing salinity control measures and/or modifications <br />of th~ numeric criteria. The review will include both <br />fed~ral and non-federal programs. <br />Appropriate fed~ral agencies will complete planning <br />reports and seek authorization and funding for salinity <br />control in accordanc~ with Title II of Public Law 93-320 <br />and Public Law 98-569. The Basin states will lend their <br />support to requests for authorization and funding. <br /> <br />-63- <br />
