<br />w <br />CJ1 <br />00 <br />0) <br /> <br />The Secretary of the Interior, Secretary of Agriculture, <br />and Administrator of the Environmental Protection Agency <br />were directed to cooperate and coordinate their activities <br />to meet the program objectives. <br />Public La~ 98-569 was signed into law on October 30, <br />1984, and amends Public Law 93-320. This law modifies the <br />original salinity control proiram by authorizing <br />construction of additional units and by directing the <br />Secretary of Agriculture to establish a major voluntary <br />on farm cooperative salinity control program. Crystal <br />Geyser was deauthorized by this law because of poor cost <br />effectiveness. <br />The passage of Public Law 98-569 provides a separate <br />authority for implementing the basinwide USDA Colorado <br />River Salinity Control (CRSC) program. Funds have been <br />e:ppropriatedfor this program in FY 1987 and with the <br />publication in the Federal Register on May 5, 1987 of the <br />Colorado Rivrr Basin Salinity Control Program; Interim Rule <br />(7CFR Part 702) imp~ementation under CRSC can begin. In <br />addition, USDA will continue to use existing program <br />authorities under the Agric~ltural Conservation Program <br />tACFI to carry out onfarm activities in the Grand Valley, <br />Colorado and the Uinta Basin, Utah during FY 1987. Training <br />sessions, based on draft operatin~ procedures, have been <br />heJd for all USDA personnel associBted with operational <br />projects under CRSC. <br />The Bureau of Land Management is involved in studif?s <br />of nonpoint sources from public domain lands in the basin. <br />BLM's activities include ~atershed improvements and <br />plugging of flowing salinf? wells. <br />It should bf? recognized that some of the salinity <br />control units now in the implementation plan may not prove <br />to be cost-effective or implementible, and other projects ' <br />and/or salinity control ~easures will have to be <br />substituted in order to maintain the numeric criteria while <br />the Basin states continue to develop their <br />Compact-apportioned waters. At ~resent there are mOTe <br />salinity control measures identlfied (see Figure 10) than <br />have, been included in the recommended plan to meet the <br />salinity objectives for the River. <br />The onfarm salinity control measures being planned and <br />implemented by the USDA appear to be among the most <br />cost-effective measures for salinity reduction.
