<br />SUMMARY <br /> <br />w <br />~ Section 303 of the Clean Water Act of 1977 requires <br />~ that water quality standards be reviewed from time to time, <br />00 hut at least once during each 3-~'ear period. Accordingl~', <br />the seven-state Colorado River Basin Salinity Control Forum <br />(Forum) has reviewed the existing state-adopted and <br />Environmental Protection Agency (EPA) approved numeric <br />salinity criteria and plan of implementation for salinity <br />control for the Colorado River system. Chahges in <br />hydrologic conditions and water use within the Colorado <br />River Basin have been evaluated, and this report presents <br />the recommended revisions to the plan of implementation <br />which are to he submitted to each of the Basin states for <br />a1iopt i on. <br />The For.um finds no reason to recommend changes in the <br />numRric sali.idt.y criteria at the three lower main stem <br />st.Rtions. The plan is based on the <br />assumpt.ion of ~ lonl term water supply of 15 million <br />acre-feet. annually. The Forum recommends that the plan of <br />implementat.lon described in this report be carried out. <br />Th~ plan of implementation includes: <br />1. Completion of the salinity control units shown in <br />the following Table, to t.he extent that each unit remains <br />cost.-effectlve and t.echnically viable. The plan's current <br />remaining fpdera] const.ruct.ion costs for t.he Bureau of <br />Reclamat.lon (Reclamation) and the Department of <br />Agrlclllture (USDA) act.ivities are approximately $5RO <br />mll.llon. <br />2. Implementation of cost-effective salinity control <br />measures hy the Bureau of Land Management to reduce salt <br />c;;tribution from public domain lands. <br />3. Imposition of efflpent limitations, on indust.rlal <br />and muncipal discharges, principally under the National <br />Pollutant Discharge Elimination System (NPDES) permit <br />program provided for in Section 402 of the qlean Water Act. <br />of 1977, based on the Forum's policy on salinity control <br />through NPDES permits. <br />4. Implementation o~ the Forum-recommended policy <br />for use of hrackish and/or saline waters for indust.rial <br />purposes. <br />
