<br />- 24- <br /> <br /> <br />CHAPTER IV. PLAN OF IMPLEMENTATION <br />FEDERAL PROGRAMS <br /> <br />Introduction <br />~ The plan of implementation is designed to maintain the <br />~ salinity concentration of the river ,at or below the numeric <br />00 criteria, principally by reducing the salt contribution to <br />~ the river from existing sources and minimizing future <br />increases in salt load. The control measures will be <br />selected on the basis of cost-effectiveness, technical <br />feasibility, social and political acceptability, and <br />environmental considerations. Projects will be implemented <br />at a rste commensurate with the expected increase in future <br />Basin water use. <br />The plan of implementation consists of: <br />- 1. Completion of the salinity control units shown in <br />the Table 3, "I!-nd Figurf! 9, to the e,xtent that each un i t <br />remains cost-effective and technically viable. Should <br />, <br />snother unit while in the planning phase prove a better <br />alternative, an exchange would be made. Current remaining <br />federal construction costs for Reclamation and USDA <br />activities is approximately $560 million. A significant <br />portion of the program costs will be reimbursed to the <br />federal treasury by the non-federal participants in the <br />program. <br />2. Implementation of cost-effective salinity control <br />measures by the Bureau"of Land Management to reduce salt <br />contribution from public domain lands. <br />3. Imposition of effluent limitstions, principally <br />under the National Pollutant Discharge Elimination System <br />(~PDES) permit program provided for in Section 402 of the <br />Clf!an Water Act of 1977, on industrial and municipal <br />discharges based on the Forum's 1977 policy on salinity <br />control through NPDES permits. <br />4. Implementation of the Forum-recommended policy for <br />u~e of brackish and/or saline waters for industrial <br />purposes. <br />5. Implementation of the Water Quality Management <br />plans. Individually, the Basin states have developed water <br />quality management plans to conform to the requirements of <br />Section 208 of the Clean Water Act. The water quality <br />management planning process is continuing. After any <br />changes have been appropriately adopted by the states and <br />approved by EPA, those portions of the plan dealing with <br />salinit;\'- control will be a part of the implementation plan. <br />
