<br />w <br />(Jl <br />..J <br />tv <br /> <br />ProJected Salinity Concentrations <br />Projected 1990, 2000, and 2010 flow-weighted average <br />annual salinity concentrations, for Hoover, Parker, and <br />Imperial Dams with existing completed aalinity control <br />'measures only are presented in Figures 5, 6, and 7. <br />As described earlier, the ba$in experienced a series <br />of years of extremely high runoff 'since 1983. Should a <br />series of dry years similar to those that occurred from <br />1958-64, be repeated in the immediate future, this too <br />would have no impact on long range prOjections but would <br />cause significant increases in salinity concentrations in <br />the near term. This places a greater urgency on the <br />recommended plan of implementation for salinity control. <br />Future salinity concentrations will depend not only <br />ltPOn human activities but upon natural phenomena, such as <br />runoff conditions, natural evapotranspiration, and <br />precipitation, dissolution, and mixing within the major <br />storage reservoirs. ' Except for deviations caused by <br />factors beyond human control, average annual salinity <br />levels can be maintained through 2010 at or below the 19i2 <br />levels with the recommended plan of implementation. <br />, Baseline Values <br />The 1975 Forum Report called for <br />baseline values for monitorini points <br />and major tributaries of the Colorado <br />process of identifying and evaluating <br />sali ni t~.. <br />The baseline values, which are relationships between <br />salt load and flow, were developed and adopted by the Forum <br />in 1980, and are used to assess the effects of development, <br />salinity control measures and/or other activities in the <br />area upstream of the baseline value stations. There is no <br />intent to make baseline values standards nor are they to be <br />considered or interpreted as standards for salinity. <br />Baseline values were developed for the following <br />thirteen stations in the Colorado River Basin~: <br />Colorado River near Cameo, Colorado <br />Gunnison River near Grand Junotion, Colorado <br />Colorado River near Cisco, Utah <br />San Juan River near Archuleta, New Mexico <br />San Juan River near Bluff, Utah <br />Colorado River at Lees Ferry, Arizona <br />Duchesne River near Randlett, Utah <br />Green River near Green River, Wyoming <br />Green River at Green River, Utah <br />San Rafael River near Green River, Utah <br />Dolores River at Cisco, Utah <br />White River at Watson,Utah <br />Virgin River at Littlefield, Arizona <br /> <br /> <br />the development of <br />on the main stem and <br />River as part of the <br />changes in river <br /> <br />1/ A description of the methodology for developing these <br />values and the values themselves can be found in the <br />Baseline Value Report adopted by the Forum September <br />11, 1980, and is summarized in the 1981 Review. <br /> <br />.74- <br />
