<br />tr:I <br /> <br />c) <br /> <br />M <br />o <br />::} <br /> <br />.::; <br /> <br />CHAPTER V <br /> <br />STAGE TWO PLAN OF DEVELOPMENT <br /> <br />the interest rate in effect at the time of authorization. <br /> <br />The cost <br /> <br />effectiveness analysis for Stage Two and the entire unit is shown in <br /> <br />Table 9. <br /> <br />Cost allocation and repayment <br /> <br />Stage Two costs have been allocated in accordance with the authoriz- <br /> <br />ing legislation, Public Law 93-320, which directs that interest during <br /> <br />construction is nonreimbursable. <br /> <br />Seventy-five percent of the construc- <br /> <br />tion costs were considered a national obligation because of the large <br /> <br />ownership of Federal lands adjacent to the Colorado River and because of <br /> <br />the United States commitment to Mexico. <br /> <br />The remaining 25 percent would <br /> <br />be allocated to the Upper and Lower Colorado River Basin Development <br /> <br />Funds. <br /> <br />The act requires that repayment be made within 50 years and <br /> <br />it is the intent of the law that increased OM&R costs due to salinity <br /> <br />improvement work be borne by the conservancy districts or water user <br /> <br />organizat ions operat ing the projects. <br /> <br />The a llocat ion and repayment of <br /> <br />Stage Two and total Grand Valley Unit is shown in Table 10. <br /> <br />Development Program <br /> <br />A l3-year program would be required for construction of the entire <br /> <br />Stage Two plan of development and is presented on the development program <br /> <br />(PF-2) on page 54. <br /> <br />The individual features of the plan would be constructed for the <br /> <br />most part in order of their cost effectiveness ranking. Two exceptions <br /> <br />are the west end of the Government Highline Canal and the Independent <br /> <br />Ranchmen's laterals. <br /> <br />The west end of the Government Highline would <br /> <br />be lined simultaneously with its laterals to provide a more functional <br /> <br />system and more efficient operation.
