The Stage Two plan of development is shown <br /> <br />in the map on the following page. Measures would be included to compen- <br /> <br />sate for losses of wildlife habitat which could result from development <br /> <br />of the plan. <br /> <br />The first 13 increments consisting of the west end of the Govern- <br /> <br />ment Highline Canal and all the identified lateral systems would be <br /> <br />constructed first. <br /> <br />A decision about constructing the final two incre- <br /> <br />ments--the middle and east portions of the Government Highline Canal-- <br /> <br />would be deferred until deemed necessary to meet salinity program <br /> <br />goals. NEPA compliance would be sought on all 15 increments, and devel- <br /> <br />opment of the unit 1S scheduled over a l3-year period with construc- <br /> <br />t ion to begin in fiscal year 1986. <br /> <br />Cost estimates and financial and <br /> <br />econom1c analyses presented 1n this chapter are based on January 1983 <br /> <br />appraisal-level data. <br /> <br />The increments of the recommended plan are <br /> <br />shown in Table 4. <br /> <br />Plan Features <br /> <br />Canal improvement <br /> <br />Stage Two canal improvement would consist of concrete lining <br /> <br />approximately 40 mi les of the 47-mile sect ion of the Government High- <br /> <br />line Canal from Palisade to the canal's terminus 6 miles northwest <br /> <br />28 <br />
