The Stage Two plan of development is shown

in the map on the following page. Measures would be included to compen-

sate for losses of wildlife habitat which could result from development

of the plan.

The first 13 increments consisting of the west end of the Govern-

ment Highline Canal and all the identified lateral systems would be

constructed first.

A decision about constructing the final two incre-

ments--the middle and east portions of the Government Highline Canal--

would be deferred until deemed necessary to meet salinity program

goals. NEPA compliance would be sought on all 15 increments, and devel-

opment of the unit 1S scheduled over a l3-year period with construc-

t ion to begin in fiscal year 1986.

Cost estimates and financial and

econom1c analyses presented 1n this chapter are based on January 1983

appraisal-level data.

The increments of the recommended plan are

shown in Table 4.

Plan Features

Canal improvement

Stage Two canal improvement would consist of concrete lining

approximately 40 mi les of the 47-mile sect ion of the Government High-

line Canal from Palisade to the canal's terminus 6 miles northwest

28
