The report
documents the findings and completes the planning studies on this unit. I
have approved the studies and recommend the plan of development described
herein be funded for construction. By copy of this memorandum we are
sending eight copies of the report to the Engineering and Research Center.

This investigation was exempt from the now repealed Principles and Standards
and was conducted according to Reclamation Instructions. The interest rate
used for this study, 5-5/8 percent, was the rate in effect when the unit
was authorized for construction. Submittal of this report prior to July 8,
1983, meets the requirements for exemption from analysis under the new
Principles and Guidelines which become effective after that date.

We request the report be reviewed as soon as possible.

?'~ wd

Attachment (No. 141822)

cc: Chief, Division of Planning Technical Services, E&R Center
(w/8 cys of report) (No. 141823)
Projects Manager, Grand Junction
(w/lO cys of report) (No. 141824)
