Alexander Secretary Department of the Army The Pentagon Washington, D.C. 20310 Dear Mr. Secretaries: I am pleased to forward to you background materials and comments of State members of the Missouri River Basin Commission concerning the extpnsion of the Febr. 24, 1975, Memorandum of Understanding between the Departments of the Army and Interior relative to marketing of water for industrial use from the six main stem Missouri River reser- voirs and any future agreement in this regard. By agreement signed on January 19, 1977, by former Secretaries Thomas Kleppe and Martin Hoffmann, the policy for marketing water was extended to May I, 1977. The following materials have been attached for your information and guidance in reviewing any future courses of action concerning water marketing policy on the Missouri River main stem. Summary minutes of the State-Federal Coordination Meeting on Federal Policy in Marketing Industrial Water from the Six Main Stem Missouri River Reservoirs, December 3, 1976, Denver, Colorado. 2. Subsequent State comments following the December 3, 1976, meeting concerning their views on a draft Supplemental Memorandum of Understanding to extend the water mar- keting policy on the Missouri River from the Missouri River main stem reservoirs. 3. Correspondence between past Secretary of the Interior Thomas Kleppe and past Secretary of the Army Martin Hoffmann extending the current MOU from Febr. 24 to May 1, 1977, and requesting the MRBC chairman to prepare and file the attached background report with State comments. I look forward to providing further coordination assistance and information that you deem appropriate on this important water resources issue.
