WYOMING 82002
17, 1977

Mr. John W. Neuberger, Chairman
Missouri River Basin COmmission
Suite 403
10050 Regency Circle
Omaha, Nebraska 68114

Dear John:

The correspondence and background report relating to water marketing
from the Missouri River Main Stem Reservoirs forwarded by MelOOrandum dated
February 9, 1977, has been reviewed.

It is noted that the MOU dated February 24, 1975 has been extended I
until May 1, 1977 by mutual agreement of the Departments of Army and Interior
to allow the incoming Administration to review the marketing policy and to
decide upon a more permanent arrangement. The proposed Supplemental Memor-
andum of understanding is specified to terminate upon the commitment of one
million acre-feet of water for industrial purposes.

Since there is not complete agreement on all of the principles involved
and in view of the evolution of circumstances that have occurred since exe-
cution of the Memorandum of Understanding on February 24, 1975, it appears
that there is need to further review the marketing policy as indicated in
Secretary Kleppe's letter of January 10, 1977. would be done.

I
~~~~~I
GEORGE t.
