However, while this water is physically available, it may not be <br />legally available for use without utilizing exchange or augmentation plans. <br />'Ibis is because the ground water contained in the basalt is hydraulically <br />connected to the stream systems and contributes to the flow of both the <br />Colorado and Gunnison Rivers. <br /> <br />Although the.physical availability needs to be studied, a more important issue <br />is that of legal supply. We would suggest that prior to expending funds to <br />determine the physical characteristics of the Basalt aquifer, an analysis of <br />existing water rights be made. Also, proposals for exchange and augmentation <br />should be examined.
