Walker <br />Deputy Director <br /> <br />FROM: <br /> <br />Bill McDonald <br /> <br />DATE: <br /> <br />July 11, 1984 <br /> <br />SUBJECT: Agenda Item 12, July 13, 1984, Board Meeting-- <br />Proposed Mesa-Delta M&I Ground Water Study <br /> <br />. <br /> <br />Background <br /> <br />At its November, 1983, meeting, the Board discussed the <br />proposed study and took the position that it would consider <br />financial participation in the study after the Bureau of <br />Reclamation prepared a plan of study for the Board's review, <br />That plan of study and study cost estimates .have now been <br />received. <br /> <br />The Bureau has received authority'to conduct the study under <br />a "Special Study" approach rather than the usual "Two-Stage" <br />process, As a special study, the investigation would focus on <br />evaluating the potential of the basalt aquifer as a source of <br />supplemental M&I water with less emphasis on development of <br />alternative plans. However, efforts will be made to identify at <br />least one ~cceptable plan for development of the aquifer. The <br />reporting process will be limited to the preparation of one <br />formal report during the study period, as compared to four <br />reports under the two-stage process. <br /> <br />According to the proposed schedule, the study would require <br />four years for completion and is estimated to cost $1,250,000. <br />It is proposed that approximatelY 50% ($625,000) of the <br />investigatipn cost be funded by local and state agencies in cash <br />or with contributed time and effort by project sponsors and <br />participants. <br /> <br />The study would be performed in accordance with the <br />"Economic and Environmental Principles and Guidelines for Water <br />and Related Land Resources Implementation Studies" which became <br /> <br />204 <br />mlmdlpos <br /> <br />Herbert H.
