<br />./ <br /> <br />. <br /> <br />002268 <br /> <br />EXECUTIVE DIRECTOR'S MONTHLY REPORT <br />TO THE <br />COLORADO RIVER BOARD OF CALIFORNIA <br /> <br />January 12, 1999 <br /> <br />RECEIV~t'. <br />JAM t 9 '999 <br /> <br />CdoradO Water <br />(;oIIS8I'I3tion Board <br /> <br />ADMINISTRATION <br /> <br />Board Membershio <br /> <br />Included in your Board folder, for your information, is a copy of a letter from Mr. Mark <br />Watton to Governor Wilson submitting his resignation as San Diego County Water Authority's <br />representative on the Colorado River Board, effective upon the appointment of a successor. <br /> <br />PROTECTION OF EXISTING RIGHTS <br /> <br />Colorado River Water Reoort <br /> <br />During November 1998, storage in the major Upper Basin reservoirs decreased by 186,000 <br />acre-feet and storage in the Lower Basin reservoirs decreased by 158,000 acre-feet. Total System <br />active storage at the end of November was 55.261 million acre-feet (mat) or 93 percent of capacity, <br />which is 0.208 mafmore than one year ago. <br /> <br />December releases from Hoover, Davis, and Parker Dams averaged 19,890, 20,690 and <br />16,590 cubic feet per second (cfs), respectively. Planned releases from those three dams for the <br />month of January are 19,000, 16,720 and 13,920 cfs, respectively. The January releases represent <br />those needed to meet downstream water requirements and flood control space building.. <br /> <br />The preliminary January forecast of April through July 1999 unregulated inflow into Lake <br />Powell is 6.200 maf, which is 80 percent of the 30-year average for the period 1961-1990. The <br />preliminary January forecast of the unregulated inflow into Lake Powell for the 1998-99 water year <br />is 10,681 maf, or 9] percent of the 30-year average. <br /> <br />The Lower Division states' preliminary measured consumptive use of Colorado River water <br />for calendar year 1998, as estimated by Board staff on January 7110, totals 7.802 maf and is projected <br />as follows: Arizona, 2.554 maf; Califomia, 5.003 maf; and, Nevada, 0.245 maf. Estimated <br />additional unmeasured return flow credits of 0.251 mafwould reduce the total amount to 7.551 maf. <br />The preliminary measured diversions for calendar year 1998, by the Central Arizona Project (CAP) <br />is 1.223 maf and The Metropolitan Water District of Southern Califomia (MWD), is 1,072 mar <br /> <br />The preliminary January 7110 estimate of 1998 calendar year Califomia agricultural <br />consumptive use of Colorado River water under the first three priorities of the 1931 California Seven <br />Party Agreement is 3.872 maf. This estimate is based on the collective use through December 1998 <br />
