This bill has been referred to as the <br />"ReSOurces and Conservation Act of 1960." The InteriOr Department, in lts report, says <br />that "The establishment of. a joint. congressional c0nunittee 0J;lRe~ourcelJ 'and Conservatio!l <br />,~ **. * * *. is a matter for the consideration of the Congress upon which we think it would <br />. be inappropriate for us to comment." <br /> <br />With respect to the Council of Resources and Conservation advisors to be in the Executive <br />Office of the. Presi@nt, the Department says, "We believe that this proposal and its <br />possible effectiveness inrelatianship to the achievement of the objective for which it <br />would be credited, lI1l!st be viewed in the light of past experience and the present orgaJ;li.z-. <br />ational; mechanisms. within the executive. branch," Then, later in its report, the Department <br />says, ''We. question the wisdom of establishing, by theenac.tmeIlt of S. 2549,' the proposed. <br />Council of Resources and Conservation advisors with the duties which would be imposed upon <br />it by the provisions of.Sectian 4 Qf the bill. <br /> <br />A copy of the Interior Dep,"rtment report en this bill.will be made ,"vailable to <br />Legislative Digest readers upon request. <br /> <br />BURNS CREEK HE.l\.RIN'GS <br /> <br />Hearings . were. held on February 15 aIld 16 before the House.Subconunitt:ee on Irrig'ation <br />and Reclamation on S. 281 (Dworshak&Church) and H, R. 1235 (Budge) to authorize the. <br />reregulating reservoir at Burns Creek en Snake River in eastern Idaho, The project would <br />be located. a short. distance downstream from the Palisa!1es.Dam and ",~t~arfrom the Idaho- <br />Wyoming state line. <br /> <br />This. legis lation was passed hythe Senate during the first sessien of this Congress, .' <br />The Interior Department reported favorably on the bill April 21, 1959. Hearings .'were held - <br />by the House Committee last year but not completed when the Interior Department presented <br />its formal testimony. Witnesses at. the present hearings included 14 proponents, 12 oppan,. <br />ents and 5 testifying on the fish and wildlife problems, . <br /> <br />The Senate Conunittee, in its report on this legislation, stated: ''rhe prime puq>oseds~' <br />reregulation of releases from the Palisades Reservoir to pr!!lvent.undesirable fluctuations <br />in river stages and thus would r.esult inmorl1!- efficient use of the Palisades project .'
