NEED FOR WATER DELIVERIES

Current water demand projections for the Wasatch Front indicate a need J9.
have JOlnt use water conveyance facilities in place to deliver Bonneville :t'
Unit water from Strawberry Reservoir by 1992, and no 1 ater than 1996. The
Di iI110nd Fork Power System must be constructed now since water del iveries
honoring existing contracts must be made within this timeframe and con-
struction of the systems must be concurrent.

Project Status

Feasibility designs have been completed for all of the major features
of the Diamond Fork Power System. Geologic and other design data
investigations for final design of the project facilities are currently
underway.

A draft environmental statement for the Di amond Fork Power System facil i-
ties was published in June 1983 and attendant public hearings were held.
The final environmental statement will most 1 ikely be filed with the EPA
during the summer of 1984. Environmental studies are currently underway on
the additional grid transmission facilities that will be required to
d!Stth~ibUthte Diaf!lontd Fork power. ~o endangered species have been identified .)((
Wl ln e proJec area..

Recl iI11ation expects to obtain an exemption to section 404 of the Clean
Water Act WhlCh wlll ellmlnate the need for dredge and fill permits. ..v
We anticipate that FERC license will not be required since the project 71
authorization by ConQress included development of power as a project pur--
pose of the Central Utah Project,

An access road into the Fifth Water Pumped Storage Powerpl ant site is
currently under construction and scheduled for completion in the summer
of 1984. This road will provide construction access for an exploratory
shaft into the underground powerpl ant cavern area. Specifications for the
exploratory shaft, which will provide data to move to final design are
currently being prepared.

Design and Construction Schedule

The desiQn and construction schedule shown in Figure 15 for the Diamond
Fork Power System has been prepared with a tarQet pl ant-on-line date
of 1992. This schedule shows construction of the major facilities
beginning in 1986 and completion of construction in 1993. If necessary,
the schedule coul~ be adjusted to del ay the power-on-line date until 1996;
however, initial water delivery is scheduled for 1992.

22
