<br />. <br /> <br />. <br /> <br />!'!?tel'...Bight..!! <br /> <br />This project has sterage rights for 444,168 acre-feet of water <br />granted under Application No. 516, Permit No. 504, Texas state BOal'd of <br />Hater Engineers. <br /> <br />Project vJorks <br /> <br />The physical works of the district consist of two reservoirs: <br />Lake Kemp, capacity 438,200 a. f. at spillway level; and Diversion Reser- <br />voir, capacity 40,000 acro-feet, and 212.14 miles of main canals and <br />la.terals. <br /> <br />LaJ[e Kemp, the storage reservoir, is located about 50 miles south- <br />west of vlichita. Fans. Hater from Lal:e Kemp is discharged into the stream <br />chmIDel where it flows dmmstreum some 20 miles to Diversion LaJm. At <br />Diversion Lako, the water is gravity diverted into the main canE~ for <br />transmission to the projoct proper. The main canal runs on the south side <br />of the river to a point southwest of I01~ Park where it divides. from the <br />division point, one branch of the canal continues on along the south side <br />of the river to the vicinity of Wichita Falls. The other branch of the <br />canal passes tL"1der the river to tilO north side and follows the lowlands in <br />a COUTse eeneraJJ.y parallol to the ri..ver .and terminates at or about the <br />eastern edge of Hichita COtL'lty. Genorally the irriGated lands lies between <br />the canals and the river. <br /> <br />Construction of the physica.l works of the district lias financed <br />through the sale of bonds. On September 7, 1920, District No. I, tho <br />district organized for nn.micipal water supply purposes, a.uth06zed a bond <br />is::me of ~;4,500,OOO. On lJay 26, 1923, District NO.2, the district <br />organized for irrication purposes, authorized a bond iss110 of ('.1,5~5,OOO. <br />The bonds of District No. 2 were turned over to District 110. 1 in payment <br />for n 33.87 percont intorest in tho works to bo constructed. The total <br />construction charges for the physical \10rks of tho districts was a little <br />loss than ~5,OOO,OOO. <br /> <br />Dro.ino.go <br /> <br />Although the need fer drainago was pointod out bofore tho projoct <br />was eonstructod, it was not includod in the construction program. By 1930, <br />only 5 years aft or the project began operation, wator logging and suIt <br />accumulation was beginnin,~ to curtail crop yields and to I'emove seme land <br />fro~m cultivation. A draina2e district encowpassin~ pa.rt of the irrigation <br />project was formed to capo lIith tho drainage situation. This drainage <br />district und its functions were taken ovor by District 110. 2 and oxpandod <br />to cever the ontire district.
