<br />ABSTRACT <br /> <br />The Replacement Resources Methods Report evaluates economically and technically <br />feasible methods that Westem will use to replace capacity made unavailable ("losf') due to <br />changes in operational constraints at Glen Canyon power plant, and other power features of <br />the Colorado River Storage Project, The methods proposed are consistent with other <br />Westem resource planning and acquisition policies, and related decisions, policies and <br />laws, The Report evaluates methods to replace lost power using seasonal and long-term <br />resource acquisitions, <br /> <br />Based on contract provisions, firm power customers will inform Western periodically of the <br />amount and term of resource acquisitions to be made on their behalf, which Westem will <br />then acquire and deliver to them, Western will evaluate resources based on criteria defined <br />in the Report, generally following a least-cost strategy, Greater public involvement and <br />more complex evaluation procedures and acquisition methods are proposed for long-term <br />acquisitions than for seasonal acquisitions, <br /> <br />The Report also details how specific evaluation tools can be used to evaluate various <br />resource purchase options, A "proof-of-concept" analysis demonstrating use of the <br />evaluation tools and procedures on five hypothetical replacement resource a1tematives is <br />also included, The Report concludes that the acquisition methods and evaluation tools <br />identified will enable Westem to identifY and acquire economically and technically feasible <br />replacement power resources, This Report fulfills the reporting requirement of Section <br />1809 of the Grand Canyon Protection Act. <br /> <br />RECEIVED <br />JUN 15 1998 <br /> <br />Colorado Water <br />Conservation Board <br /> <br />March 1998 <br /> <br />Western Area Power Administration <br /> <br />i <br />
