<br /> <br />COLORADO WATER CONSBRVATION BOARD TOUR <br />Lower South Platte River <br />May 13, 1996 <br /> <br />Tour Item 1: Bill Condon Recharqe and Auqrnentation proiect <br />(See attached data sheet and map). Appropriation Date of April 3, 1976 <br />(W-8460-76) for an Augmentation plan to replace out-of-priority depletions of 15 <br />existing irrigation wells. Replacement supplies come from 5,000 acre-feet of <br />underground storage with an enlargement of an additional 2,000 acre-feet filed <br />in 1995. Underground storage is achieved by delivery to three recharge ponds <br />from three pumping plants next to the river during mainly the late fall and <br />winter months. Uses include irrigation, municipal, environmental mitigation, <br />wildlife conservation, etc. through direct use or by means of recharge, <br />augmentation, substitution, and exc~~ge. The City of Central leases annually <br />539 acre-feet of excess accretion credits from the Bill Condon recharge project <br />during April through July for stream flow augmentation as a 0.5. Fish & wildlife <br />Service condition in a 404 permit for Central's newly constructed Chase Gulch <br />Reservoir in G11pin County. <br /> <br />Tour Item 2: Tamarack Ranch State ~ildlife Area Potential Recharae proiects <br />(See attached Division of Wildlife map). As part of 3-State discussions on a <br />Platte Basin Endangered Species Recovery Program, Colorado ~II proposed the <br />"Tamarack Plan" which would reregulate annually 10,000 acre-feet of water <br />leaving Colorado on the South platte. This reregulation would occur through <br />groundwater recharge and storage in the lower South Platte from Tamarack to the <br />Stateline using pumping projects like Bill Condon's and recharge in existing <br />ditch systems. A demonstration recharge project is proposed for implementation <br />in 1996-97 at the Tamarack State wildlife Area with a pumping plant next to the <br />river for delivery of water to recharge ponds about 1 mile south of the river as <br />shown on map. <br /> <br />Tour Item ): Julesbura (Jumbo) Reservoir Outlet Rehabilitation - JulesburQ <br />Irriqation District <br /> <br />Authorization. sa 86-27 <br />Water Source: S. Platte River/Harmony Ditch #1 <br />Terms of Loan: $325,000 ~ 5' for 40 years <br /> <br />County: Sedg~icx <br />Project Yield: 6,000 ac.ft. <br />project Type: Dam Rehabilitation <br /> <br />Construction of a new outlet works and placement of a new embankment has <br />been ctmq1leted just downstream of Dam ~umber 4 of Julesburg Reser.)ir. <br />Construction of new concrete outlet works downstream of the old dam and outlet <br />has allowed near-normal storage in th~ reservoir throughout construction. <br />Placement of rip-rap on the new section and removal of the old outlet and darn <br />section has been re-scheduled tor completion by the Julesburg Irrigation <br />District in November 1996. <br /> <br />Tour Item 4: Julesburo Gaoe IStateline - Interstate Stationl <br />(See attached sheet and map on South "latts River Compact). The main <br />administrative aspect of the South Platte River Compact with Nebraska is Article <br />IV (2) which states: "Between the first day of April and the fifteenth day of <br />October of each year, Colorado shall not permit diversions from th. Lower <br />Section ot the river, to supply Colorado appropriations having adjudicated dates <br />of priority subsequent to the fourteenth day of June, 1897, to an extent that <br />will diminish the flow of the river at the Interstate Station, on any day, below <br />a mean flow of 120 cubic feet of water per second of time..... <br /> <br />
