<br />General KRAMER. Well, I think that it is proper for me to say
<br />that on that basis certainly there is no competition between the Corps
<br />of Engineers and the Bureau of Reclamation. One is not trying to
<br />outbid the other or to offer more attractive parcels, if you please, to
<br />the customer. . That would, I think, be an intolerable state of all'airs.
<br />Under current circumstances their policies and standards are on a par.
<br />I think the competition, if you can call it that, is a professional one
<br />as to who built this site or the other site. But the condition of justi-
<br />fications and benefits and costs are necessarily the same.
<br />Mr. BARRETT. Thank you very much, General.
<br />Mr. WELOH. Mr. Barrett is moving into a very technical question
<br />concerning the Central Valley in California.
<br />General KRAlI$R. 'I have not taken undue liberties in making
<br />comment.
<br />Mr. WELCH. In what part of the Central Valley of the State of
<br />California, if you know, has the United States Army engineers con-
<br />structed a multiple dam?
<br />General KRAMER. I think they have one under authorization at
<br />Pine Flat. .
<br />Mr. BARRETT. I think: they have an authorization.
<br />General KRAMER. Pine Flat is just out of Fresno.
<br />Mr. WELCH. Is it in the valley?
<br />General KRAMER. It is a tributary of the San Joaquin. Fresno is
<br />in the valley.
<br />Mr. WELCH. Fresno is?
<br />General KRAMER. This is a dam just above Fresno on a stream.
<br />Mr. WELCH. Is it in the Central Valley of California?
<br />General KRAMER. I think it is considered to be a part of the Central
<br />Valley plan. I am speaking quite second-handedly.
<br />Mr. BARRETT. You are speaking with considerable correctness,
<br />I will say, General. I did not say anything about construction;
<br />we were talking about authorization. I merely mentioned it inci-
<br />dentally. I did not want to get into the California-Arizona contro-
<br />versy at all, or any other controversy.
<br />Mr. WELCH. I might say to my colleague that .the Central Valley is
<br />five or seven hundred miles from the Colorado RIver.
<br />Mr. BARRETT. The General has attempted to explain that, Mr.
<br />Welch, and I think you are mistaken and we are correct, but that is
<br />neither here nor there.
<br />I am not saying here I would not like to have a similar project.in
<br />my own State. I think the General must 'have understood me cor-
<br />rectly. We get the job done. .
<br />Mr. WELCH. It would not be the first time and perhaps not the last.
<br />Mr. MILLER. Can you tell us how we can get a project in Nebraska?
<br />General KRAMER. I do not think you will like my answer.
<br />You can get it under the same circumstances that New Mexico got its
<br />Conchas Dam and Colorado got its Caddoa Dam, when there is a
<br />serious depression, and unemployment that justifies the 'United States
<br />in contributing to a larger portion than it usually does to such work.
