<br />The Subcommittee 'on' Irrigation and Reclamation of the Publ
<br />Lands Committee is having a session this morning to consider bil
<br />giving congressional approval to a compact drawn between the Stat
<br />of Colorado and Kansas concerning their interest in the waters of th
<br />Arkansas River.
<br />Two of our colleagues have bills before us.
<br />Congressman Hope, author of one of the bills, is here. He tells m
<br />that he has a subcommittee meeting this morning, and may not b
<br />able to stay with us very long.
<br />Congressman Marsalis, author of H. R.4151, is here this mol'liin
<br />and will remain during the session, so he informed me.

<br />A BILL To grant the consent of the United States to the Arkansas River compact
<br />Be'it enaoted by the Senate a;nd, House of R'epresentatives of the Unitea Stat
<br />of America in (Jongres8 assembled, That the consent of Congress is hereby giv
<br />to the compact, signed (after negotiations in which a representative of the Unit
<br />States, duly appointed by the President, participated, and upon which, he h
<br />reported to the Congress) by the Commissioners for the States of Colorado an
<br />Kansas on December 14, 1948, at Denver, Colorado, and thereafter ratified by th
<br />legislatures of each of the States aforesaid, which said compact reads as follow
<br />"ARKANSAS RIVER COMPACT'
<br />"The State. of Colorado and the State of Kansas, parties signatory to th
<br />Compact (hereinafter referred to as 'Colorado' and 'Kansas', respectively,
<br />individually as a 'State', or collectively as the 'States' (having resolved to co
<br />elude a compact with respect to the waters of the Arkansas River,. and bein
<br />moved by consIderations of interstate comity, having appointed commissione
<br />as follows: 'Henry C. Vidal, Gall L. Ireland, and Ha"rry B. Mendenhall, f
<br />Colorado j and George S. Knapp, Edward F. ,Arn, Wllliam E. Leavitt, and Rolan
<br />H. Tate, for Kansas'; and the consent of the Congress of the United States
<br />negotiate and enter into an interstate compact hot later than January 1, 195
<br />having "been granted by Public Law 84, -79th. Congress, 1st Session, and pu
<br />sunnt thereto the President havhig designated Hans Kramer as the represent
<br />tive of the United 'States, the said commissioners for Colorado and Kansas, afte
<br />negotiations particIpated in by the representative of the United -States, hay
<br />agreed as follows:
