OLIFFORD R. HOPE, A REPRESENTATIVE IN
OONGRESS FROM THE STATE OF KANSAS

Mr. MURDOOK. I wonder if we might have a statement from Cong-
ressman Hope, who might indicate his position, before he goes to the
other commIttee. .
Mr. HoPE. Thank you very much, Mr. Chairman. I will make a
very brief statement.
When I first came to Kansas as .a boy in 1906 there was a con-
troversy going on between the States of Kansas and Colorado con-
cerning the waters of the Arkansas River. That has been 43 years
ago, and this is the end of the .controversy that was begun about 1906.
I am very happy to be here on this occasion of the c~nclusion of that
argument that has been goin~ on over all of these years.
I think it is a splendid thmg that we have now been able to settle
the controversy and s.ettle it satisfactorily to both States, . I think
we were probably fighting dnring these 42 or 43 years, at least most of
the time, on some nonexIstent water. Now, through the building of
the Caddoa Reservoir and the conservation of the water, we find
there is enough water available to take care of both of us very well,

7
