The report of <br />such audit is hereto attClched as Appendix A. <br /> <br />6. Cooperatit.1e Studies a"d Activities <br /> <br />(a) Arlide VIII.G (1) of the Arkansas River Compact requires <br />the Administration [0 cuoperate with the Chief Official of each <br />of the States of Colorado and K~n$ls charged with the admin- <br />istration of water rights and with the Federal agencies in a <br />systematic determination flnd correlation of the facts as to the. <br />flow and diversion of the waters of the Arkansas River and as <br />to the operation and siltation of John Martin Reservoir and <br />other related structures. Article VIII-G (2) requests the Dire..:' <br />tor of the United States Geological Survey, the Commissioner <br />of Reclamation, and the Chief of Engineers, Unit~d States <br />Army, to collaborate: with the Administration and with appro- <br />priate State officials in such determination and correlation of <br />stream flow and related data. The carrying out of these co' <br />operative studies and activities is assigned, under the By-Laws <br />of the Administration, to the Engineering Commlttcl'. <br /> <br />(b) During the period covered by this report, the ArJnmllstr;ltlon <br />has had the benefit of excellent cooperation from all agencies <br />and officials referred to in the' above provisions of the Compact. <br />The United States Geological Survey has proceeded with the <br />establishment and operation of Compact gaging stdtions, an <br />activity which is covered in detail in Paragraph 8 of this report. <br />The United States Geological Survey has also continuL'd the <br />compilation of hydrologic data which are presented in this re- <br />port and which have been utili~ed in the administration of the <br />Compact. The Corps of Engineers has continued to operate <br />John Martin Reservoir in accordance with the provisions of <br />the Com pact. <br /> <br />~I <br /> <br />7, Water Supply, Reservoir OPeration and Hydrologic Data <br />Repeating the previous year's experience, John Martin Rcsavoir <br />was empty at the beginning of the Compact year on November I, 1953. <br />The stor;:tge of winter flows started on November 23, 1953 and con- <br />tinued to the opening of the irrigation season on April 1. 1954, ;tt <br /> <br />8 <br />
