However, being a <br />composit, this plan offers freedom of choice between improvements to be <br />installed as an additional incentive for implementing needed improve- <br />ments in water management. Under this plan farmers can choose between <br />new technology and methods of the past. Freedom of choice made this <br />plan the most appeal in9 to those who attended the public meetings or who <br />submitted written comments afterward.
