Subsequent-
ly. the relative impact on the environment of the various proposed plans for
energy-resource development will be evaluated. Emphasis in Phase I is being
placed on analysis of existing data In order to determine the kinds, amounts,
and spatial and temporal coverages of additional data needed to effectively
conduct the assessment phase (Phase II) of the project.

In Phase I. a prel imlnary appraisal of the proposed alternative energy-
development plans will he made to determine which proposed alternatives are
most likely to be considered or implemented In the Yampa River basin. An
appraisal needs to be made of both the primary effects, such as direct poten-
tial water demand (both quantity and quality), and secondary effects, such as
the socioeconomic factors associated with each of the proposed alternative
plans for energy-resource development. Appraisal of the primary effects of
each alternative plan will be made in Phase J I. Input on' the analysis of re-
gional socioeconomic factors by a systems-analysis group of the U.S. Geolog-
ical Survey In Reston. Va., is scheduled for: the Phase-I s'ummary.

Physical Setting

(Work task I-A)

A basinwide overview of physical and related socioeconomic conditions of
the basin will be described. Much of the physical information will be drawn
from an earlier inventory summary publ ished hy the Colorado Water Conservation
Board and u.s. Depa'rtment of Agriculture (1969). Factors to be Included in
this work activity include hydrology, climate, topography and vegetation, ge-
ology and soils, land-use practices, surface-land ownership, mineral-rights
owner, shlp, water-rights owne'rship, and an overview of compact requirements and
institutional oonst:raints on water resources.

4
