As the country grows and the need for more crop production <br />develops the demand for an answer to the difficult problem will increase. <br />Ivith changing conditions and values, largely due to the transmountain ' <br />diversions, we need more knowledge and understanding of the facts and the <br />possibilities. <br />Hany plll11s will develop and require careful study and analysis. <br />There will be many difficult angles to the problem of finding an <br />economically feasible plan with an acceptable cost-benefit ratio. <br />llasicallY, it seems that the problem is to find a site or sites <br />where enough UI1appropl'iated water is normally 01:' periodically available and <br />where the benefits of any construction would exceed the cost. <br />Hore water does not always mean better crops. Some of the most <br />productive years in the valley have been those when supplies were somewhat <br />limited and had t,o be economically used. <br />As far as present acreage is concerned, the benefits would be to help . <br />equa~.izp. the iumllal basic supplies and seasonally to replace to the dver the <br />losses from the pumping drafts. <br />Very la:t'ge amounts of long-time storage will be needed to even <br />approach equalization of the annual basic flows. <br />The orgll11ization of a contracting agency with an acceptable repayment <br />program will be required. <br />There sl10uld be some wl'ite-offs for such non-I:'eimbursible items as <br />flood control and recreation but the major part of the cost may have to be <br />underwritten by the prospective beneficiaries. <br /> <br /> <br /> <br />, ~,;;_ <_',1.;1 _,~; _<.~,.,. <br /> <br />.",""" "',"'< <br /> <br />
