<br />Arvin B. Shaw, Jr., chairman of the Resolutions Committee, presented <br />the following resolutions and moved their adoption. Motions were seconded <br />and the resolutions were adopted, Resolution No.1 by a standing vote. <br /> <br />. <br /> <br />RESOLUTION NO.1-WHEREAS, our good friend Chauncey Sandberg, past <br />president of this association and long Mayor of the City of Hurricane, Utah, <br />has since our last meeting passed to his eternal reward; and <br /> <br />WHEREAS, his loyal devotion to public service, his good sense and <br />friendly helpfulness had gained the respect and affection of all those with <br />whom he came in contact: <br /> <br />~OW, THEREFORE, BE IT RESOLVED that the Colorado River Water Users <br />AssociatiQn does hereby express its profound sorrow at his loss and does <br />hereby order that this resolution be spread upon its minutes and that the <br />Secretary ;send a certified copy hereof to his family. <br /> <br />RESOLUTION NO. 2 _ RESOLVED, That the Colorado River Water Users <br />Association reaffirms the policy repeatedly declared by,~ts previous resolu- <br />tions condemning the creation of Federal Valley Authorities under aqy guise. <br /> <br />, <br /> <br />RESOLUTION NO.3 - RESOLVED, That the Colorado River Water Users <br />Association favors and urges the adoption by the Congress of legislation <br />directing;that all federal officers shall, in carrying out functions re- <br />lating to 'water development, conform to state water laws in like manner as <br />the Secretary of the Interior is directed by Section 8 of the Reclamation <br />Act of 1902. <br /> <br />!iESOLUTION No.4 - WHEREAS, rapid progress is being made in the <br />development of the art and science of control of precipitation by articicial <br />means: <br /> <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Colorado River Water Users <br />AssociatiOn favors continued investigation and study in this field and recom- <br />mends tpat uniform statutes be adopted by the states making reasonable pro- <br />vision for the licensing of those operating in the field. <br /> <br />~ESOLUTION NO. 5 - WHEREAS, the President's Water Resources Policy <br />Commission has made public its report recommending the definition by Congress <br />of nation~l water policy; <br /> <br />NOW THEREFORE, BE IT RESOLVED by the Colorado River Water Users <br />Association that it recognizes the urgent necessity of clarification of <br />national policy and commends the active consideration of measures to that <br />end; <br /> <br />. <br /> <br />FURTHER RESOLVED that this Association emphatically urges that in <br />working out plans for the handling of water development it is indispensable <br />that rep~esentatives of the states be accorded an equal voice with the' repre- <br />sentatives of the federal government in the making of decisions relating to <br />such deve'lopment. <br /> <br />-41- <br />
