<br />1) The structure shall be operated under the joint supervision of <br />an engineer representing the United States Commissioner and one <br />representing the Mexican Commissioner. <br /> <br />2) Insofar as feasible, elevations of ordinary river stages immedi~ <br />ately upstream from the structure will not be higher than for <br />corresponding rates of flow in 1948 before construction of the <br />dam. Neither siltation of the Mexican intake canal nor any <br />other reason relating to operation and maintenance of the canal <br />system will be cause for permitting the raising of river stages <br />upstream. The purpose of this rule is to assure that insofar as <br />practicable the Morelos structure will be operated so as not to <br />effect seepage in lands upstream in the United States. <br /> <br />3) Diversions shall be restricted to the quantities and rates re- <br />quired for beneficial uses in Mexico; river flows in excess <br />thereof shall be utilized to the greatest possible extent to <br />sluice the river channel; every effort shall be made to restrict <br />to the minimum the waters which the Mexican system wastes into <br />the United States, not to exceed an annual average of 35,000 <br />acre-feet during any successive 5-year period. One purpose of <br />this rule is to restrict wastes into the Salton Sea, where main- <br />tenance of low water levels is of concern to interests in this <br />country. <br /> <br />Although the Commission has not taken over direct operation of the <br />structure, pending agreement on details, the operation this year was otherwise <br />in accordance with the Rules, and satisfactory to both countries. Except for <br />short periods during "shake_down" operations, there was no rise in river stages <br />nor in the river bed immediately upstream. <br /> <br />Investigations Relating to Operation of Morelos Dam <br /> <br />To permit early detection of any rise in river stages which might <br />result from operation of the dam, investigations during the past two years, <br />included, both upstream and downstream, 1) operation and maintenance of <br />recording river gages, 2) bi-weekly surveys of the river bed near the <br />structure, 3) monthly water surface profiles, 4) monthly observations of <br />ground water levels along the river between Laguna Dam and the southerly <br />boundary, and, 5) semi-annual surveys of the river bed from Laguna Dam to <br />the southerly boundary. <br /> <br />Variations in Deliveries of Scheduled Treaty Water to Mexico <br /> <br />The Rules adopted by Minute No. 197 include provision that Mexico <br />furnish advance weekly statements of the daily quantities requested of <br />scheduled Treaty waters. The State Department suggested that since Davis <br />Dam, point of regulation for scheduled deliveries, is remote from the <br />boundary, there should be a clear understanding that variations in daily <br />rates and quantities will be held within such limits as may be feasible. <br /> <br />-29- <br />
