I. BACKGROUND

A. Groundwater Resources 1n Colorado.

Colorado has a substant1al number of nontr1butary
groundwater aqu1fers. The water 1n.storage 1n these aqu1fers
may total as much as 680 m1ll1on acre feet. The 10cat10n,
approx1mate boundar1es, and est1mated volume of water 1n
storage boundar1es of des1gnated bas1ns are shown on the map on
page two.

Most nontr1butary groundwater aqu1fers 1n Colorado rece1ve
some natural recharge. However, these aqu1fers also exper1ence
natural outflows 1n amounts generally equal to recharge. Thus
1t 1s not safe to assume that use of an amount equal to
recharge w1ll have no stream effect. Th1s pr1nc1ple 1s
1llustrated 1n the table on page three wh1ch shows that the
total recharge to the Denver Bas'" aqu1fers (54.7 cfs annually)
equals the total annual d1scharge to streams, even though the
equat10n may not be 1n balance for each aqu1fer 1n the bas1n.
