<br />II. BASIC ASSUMPTIONS AND AGREEMENTS. <br /> <br />The Groundwater Leg1slat10n Comm1ttee stud1ed a var1ety of <br />approaches to manag1ng groundwater. The d1vers1ty of 1nterests and <br />backgrounds among the members made d1scuss10ns l1vely and <br />1nformat1ve. The Comm1ttee exam1ned even the most bas1c <br />assumpt10ns. It began w1th no preconce1ved not10ns and was not <br />pushed toward any predeterm1ned conc"lus1ons. Comm1ttee members <br />were open m1nded and generally object1ve 1n rev1ew1ng the 1deas of <br />others. <br /> <br />The Groundwater Leg1s1at1on Comm1ttee d1d not reach total <br />consensus on all aspects of a leg1slat1ve proposal to deal w1th <br />nontr1butary groundwater 1ssues 1n Colorado. The Comm1ttee agreed, <br />however. on more p01nts than those on wh1ch 1t d1sagreed. The <br />Comm1ttee's assumpt10ns and agreements are the product of extens1ve <br />1nqu1ry and d1scuss1on extend1ng over n1ne months. Although the <br />leg1slature should re-exam1ne each of the po1nts on wh1ch the <br />Groundwater Leg1slat1on Comm1ttee found consensus, the Comm1ttee <br />urges the leg1slature to cons1der carefully the pos1t1ons 1t <br />reached 1n l1ght of the tremendous effort and debate that <br />surrounded 1ts de11berat1ons. The Groundwater Leg1slat1on <br />Comm1ttee's agreements are suggested as start1ng po1nts for the <br />leg1slature as 1t cons1ders enact1ng groundwater leg1slat10n. <br /> <br />A. Some development and use of nontr1butary groundwater 1s <br />des1rable. <br /> <br />Colorado has vast nontr1butary groundwater resources, <br />est1mated at about 700 m1ll1on ~cre feet. It would be unw1se <br />to proh1b1t 1ndef1n1tely all use of the resource. <br /> <br />-11- <br />
