This study was undertaken in consultation with the staffs of the

Colorado Water Conservation Board (CWCB) and the Upper Colorado Region or

the U.S. Bureau of Reclamation (USBR) who supplied important background

data and technical review.

The Colorado Water Conservation Board also contributed to the cost

of the study, along with the Western Colorado Congress, the Pittsburg &

Midway Coal Mining Company, the Rocky Mountain Chapter of the Sierra Club,

the Western River Guides Rssociation, and the Rmerican Wilderness

Rlliance. The study was coordinated and prirnarily funded by The Nature

Conservancy. WBLR, principally Ben Harding, contributed a generous amount

of Dro bono time to the study, while demonstrating that an exceedingly

complex hydrologic problem could be tackled in a short period with

innovative, low cost, computer applications. Lisa Buchanan prepared the

color graphics.

Two progress reports and a draft of the final study report were

widely circulated during the summer of 1986, and the draft of the final

report was presented at a public meeting in September. The mailing list

for the study is included as Rppendix R.
