Now the whole controversy between the States of Arizona and California is fundamentally wrapped up in this question of how do we measure what we take out of the river. The minute that we adjudicate this thing, you are going to be dragged into that adjudication whether you like it Qr not. We would like nothing better than to be able to agree on some sort of an adjudication that would not involve the upper basin states, but once you are required to submit to this water measurement formula that California proposes, to her own interest because she has got nothing to lose and everything to gain -- you are going to be in identically the same kind of a spot that we are in. That is not going to improve your situation and create a happy consequence for you in any sense of the word. The future of our economy in the State of Arizona -- and before I go to that I would like to make a quotation here from a press release by Congressman Clair Engle. I just want to show you how diabolically cutthroat an attitude can be. Clair Engle, who is a Democrat from California on the Interior Affairs Committee in the Bouse where our Central Arizona Project Bill was only last week postponed, made this statement to the press the other day. Engle declared the California delegation will do everything possible to kill the bill on the floor even if it means ruining the whole western reclamation program.
