Now the whole <br /> <br />controversy between the States of Arizona and California is fundamentally <br /> <br />wrapped up in this question of how do we measure what we take out of the <br /> <br />river. <br /> <br />The minute that we adjudicate this thing, you are going to be <br />dragged into that adjudication whether you like it Qr not. We would like <br /> <br />nothing better than to be able to agree on some sort of an adjudication <br /> <br />that would not involve the upper basin states, but once you are required <br /> <br />to submit to this water measurement formula that California proposes, to <br /> <br />her own interest because she has got nothing to lose and everything to <br /> <br />gain -- you are going to be in identically the same kind of a spot that <br /> <br />we are in. That is not going to improve your situation and create a <br /> <br />happy consequence for you in any sense of the word. <br /> <br />The future of our economy in the State of Arizona -- and before <br /> <br />I go to that I would like to make a quotation here from a press release <br /> <br />by Congressman Clair Engle. I just want to show you how diabolically <br /> <br />cutthroat an attitude can be. Clair Engle, who is a Democrat from <br /> <br />California on the Interior Affairs Committee in the Bouse where our <br /> <br />Central Arizona Project Bill was only last week postponed, made this <br /> <br />statement to the press the other day. Engle declared the California <br /> <br />delegation will do everything possible to kill the bill on the floor <br /> <br />even if it means ruining the whole western reclamation program. <br />
