";~~~'~

0:>

". oj

c:.
c-:

-5-

c.

greedily and hungrily grabbing for every conceivable advantage that

they can lay a hand to.

If I sound just a little bit irritated about the thing, it is

because 1 have just been through an ordeal in the city of Washington

that taught me plenty, and I will never be so genteel again as I have
been in the past about this matter called the Colorado, It is rather

unique, you know, that a State making absolutely no contribution to

the flow of a fundamental river should seek and secure, as has been

the case already, a dominant use of the resources of that river, and

not being satisfied with having already secured a dominant use of that

river, be determined that every other state connected by watershed or

otherwise shall hereinafter be chopped off by whatever device is

necessary to secure that advantage.

Now, California pleads to you that they are upholding the Santa

Fe contract. Let me tell you something. If, under the terms of

California's appraisal of the interpretation of the Santa Fe contract,

full and complete adjudication of the rights of the adjacent states to

the Colorado River is ever accomplished, there won't be any water for

the State of Utah for agricultural purposes. Why? Now I know that a

lot of you are inclined to think that we should go ahead with this

business called adjudication. It has been kicked around considerably.

Let's take it to the Supreme Court. Let's make the issue live and

let's enjoin the United States Government to engage in the suit and see

if there isn't something we can do about it. I had a great bounce out

of Aspinall's position in Washington the other day when they were at-

tempting to enter something in the records which was a matter of

.
