A direct-flow water right requires <br />that the water be put to immediate beneficial use, as opposed to a storage <br />right, which allows storage of a set volume of water for later use. Direct- <br />flow water rights are described by a rate of diversion, such as cubic feet per <br />second, gallons per minute, or (rarely) miners' inches. Each water division is "administered by a <br />Division Engineer, who is responsible for administering the water, rights in <br />the division. The division is further divided into water districts, which are <br />administered by water commissioners directly responsible to the Division <br />Engineer. The Arkansas River basin constitutes Division 2. <br /> <br />due diligence.--The holder of a conditional water right must prove to the <br />water court once every 4 years that he or she is working with reasonable . <br />diligence toward the appropriation of that right; for example, he or she is <br />working toward the construction of the system, reservoir, or canal, required <br />to regulate the water. <br /> <br />vi <br />
