This loss of dilution water can be emphasized by <br />OJ <br />two figures: from the la-year period from 1951 to 1960, the <br /> <br />average delivery to Mexico at the northerly international <br /> <br />~OJ~~arj was '.2 ~illion acre-feet a year, while for the suc- <br /> <br />ceeding la-year period from 1961 to 1970, the flow averaged only <br /> <br />1.5 million acre-feet a year. <br /> <br />The above was taken almost verbatim from a speech given to <br /> <br />the American Association for Advancement of Science in 1974 by my <br /> <br />good friend, Myron Ho1burt, Chief Engineer of the Colorado River <br /> <br />Board of California. <br /> <br />I purloined this material with Myron's consent, because I <br /> <br />know of no other summary that is as clear and concise as his. <br /> <br />In November 1961, Mexico formally protested, "The delivery <br /> <br />of water that is harmful for the purposes stated in the Treaty <br /> <br />constitutes a violation of the Treaty," and that, "Any contami- <br /> <br />na tion of international water by one of the riparian companies <br /> <br />that cause damage or loss to the other riparian party is in <br /> <br />itself an act clearly and specifically condemned by International <br /> <br />Law.. ." <br /> <br />Concerned over the effects of high salinity on the farms of <br /> <br />the Mexicali, Valley, Mexico continued to press its case. <br />I <br /> <br />In the spring of 1962, Presidents Kennedy and Lopez Mateos <br /> <br />jointly announced that it was urgent to find a mutually satis- <br /> <br />factory solution.
