He was assisted by an interagency Task Force consisting <br /> <br />of representatives of the Department of State, the Department of <br /> <br />the Interior, the United States Section of the International <br /> <br />Boundary and Water Commission, the U.S. Army Corps of Engineers, <br /> <br />the Environmental Protection Agency, the Council on Environmental <br /> <br />Quality, the Office of Science and Technology, the Office of <br /> <br />Management and Budget, and the Domestic Council. The Department <br /> <br />of Agriculture provided technical advice. <br /> <br />Beginning September 7, 1972, the Task Force met regularly <br /> <br />and considered systematically all elements of the problem and <br /> <br />proceeded to develop possible permanent solutions to the problem. <br /> <br />On the basi~ of the Task Force studies, a recommendation was <br /> <br /> <br />drawn by Ambassador Brownell for a definitive solution to the <br /> <br />problem. <br /> <br />Ambassador Brownell presented his recommendation to President <br /> <br />Nixon on December 28, 1972. He recommended that a desalting <br />facili ty be constructed to treat a major portion of the \~e 11 ton- <br />Mohawk drainage flow and the reject brine from the plant not be <br /> <br />, <br /> <br />,-:,,' <br />
