33 endangered fish- by modifying the operation decision criteria of the dam to provide sufficient 34 releases of water at times, quantities, and durations necessary to protect endangered fish and their 35 designated critical habitat while meeting the authorized purposes of the Navajo Unit and 36 enabling future water development to proceed in compliance with federal and state laws, 37 interstate compacts, court decrees, and Indian trust responsibilities.
