Statistics for criteria F will be <br />313 measured as an average of 2 of the 4 downstream gages as determined by the Service and <br />314 Reclamation. Additional details on the recommendations are included in the Flow <br />315 Recommendation Report. <br /> <br />316 By applying operating rules based on the flow recommendation report, the depletions shown in <br />317 the table entitled "Summary of San Juan River Basin Depletions" in Attachment B (for the <br />318 proposed plan) can be made and the flow recommendations met. The depletions shown in <br />319 Attachment B are for existing projects that affect San Juan River flows and for projects that have <br />320 been cleared under the ESA and NEP A; these projects include the Animas LaPlata Project and <br />321 completion of the Navajo Indian Irrigation Project. <br /> <br />322 It is intended for the proposed plan to meet the flow recommendations, thereby complying with <br />323 ESA for those water development projects and depletions (Including Indian trust water rights) in <br />324 the depletion table. It should be noted that full development of State compact water and Indian <br />325 trust water is not included in this table.
