Type of Action: ( <br /> <br />) Administrative <br /> <br />( X) Legislative <br /> <br />2. Brief descriPtion of action: Request for feasibility authorization <br />of three potential earth-filled dams and associated conveyance systems <br />in the White River and Milk Creek Basins to supply industrial, munic- <br />pal, and domestic water for the development of mineral resources and <br />irrigation water to expand and stabilize the agricultural economy. <br />Recreation, reservoir fisheries, and flood control would also benefit <br />by the project. <br /> <br />3. Suamarv of environmental impact and adverse environmental effects: <br />The project would create three new reservoirs, stabilize a fourth and <br />develop recreation and fishery habitat in mountain valleys at both <br />high and low elevations. The reservoirs 10 uld inundate 1,550 acres <br />of grazing and forest lands, 7 miles of poor to good stream fishing, <br />150 AUK's of grazing, and change the aesthetics from a non-reservoir <br />to a fluctuating reservoir setting. Operations of the project would <br />develop 71,500 acre-feet of water for development of oil shale and <br />coal resources, 30,080 acre-feet for irrigation of 14,190 acres of <br />presently cultivated land, and provide storage pools for fish and <br />recreation purposes. The project would deplete the flows of the <br />Colorado River by 80,300 acre-feet annually and increase the salt <br />load at Lake Moad by 8 ppm. <br /> <br />The project after mitigation inclusions would reduce the stream fishing <br />potential by 1,300 man-day&, and deer hunting opportunities by 1,000 <br />man-days annually. New reservoir fishing and general recreation for <br />man's enjoyment would be increased by 272,500 visitor-days annually. <br />New work opportunities ~uld be created along with increased income <br />to the nation's inhabitants. <br /> <br />4.
