There are two Corps of Engineers <br />tributary lakes without allocated flood control storage included in this report. Both are <br />subimpoundments of the Missouri River Main Stem Projects and were fonned by the <br />construction of relocations for transportation facilities and utilities. Lake Audubon, a <br />subimpoundment of Lake Sakakawea, is located just northeast of Riverdale, North Dakota. <br />Lake Audubon and Snake Creek Pumping Plant were to be major facilities of the Bureau <br />of Reclamation's proposed Garrison .Diversion Unit (GDU) Project. The GDU is presently <br />being re-evaluate<!. While the project bas not been deauthorized, it appears the scope of <br />work will be scaled back. Lake Pocasse, a subimpoundment of Lake Oahe, is located near <br />Pollock, South Dakota. The Bureau of Reclamation planned to use tbis lake as a regulating <br />reservoir for the proposed Pollock-Herried Irrigation Unit. The development of this unit, ' <br />however, has not materialized. Both lakes are used for fIsh and wildlife and recreational <br />purposes. Their locations are shown on Appendix 1 and pertinent data are presented in <br />Appendix 2. <br /> <br />IV. TRIBUTARY RUNOFF. <br /> <br />Tributary flows during the report period were below nonnal in most of the basin. <br />Table 1 presents calculated percentages of nonnal runoff at pertinent locations within the <br />basin. The Long Tenn Palmer Reports for Drought Severity from years 1988 through 1992 <br />are shown on Figures 1 and 2. Table 2 lists peak discharges at selected gaging stations <br />including many reservoir release control points used by the Omaha District. <br /> <br />Areas of extremely low runoff (less than 50% of nonnal) occurred in North Dakota, <br />western South Dakota, eastern Nebraska, central Montana and' central Colorado. <br />Corresponding river basins are: the James (ND), Grand (ND), Knife (ND), Salt (NE), <br />Upper Missouri (MT) and South Platte (CO). <br /> <br />Areas of 50% to 70% of nonnal runoff were in central Montana, central Wyoming, <br />southwestern South Dakota and eastern Nebraska. River basins in these regions include the <br />Marias (MT), Wind (JIY), North Platte (JIY), Cold Brook (SD), Papillion (NE) and Salt <br />(NE). <br /> <br />River basins that experienced 71 % to 100% of nonnal runoff were the Bighorn River <br />basin in north central Wyoming, the Rapid Creek basin in western South Dakota, the Upper <br />Missouri River basin in central Montana, the Salt Creek basin and the Papillion Creek basin <br />in eastern Nebraska and the Bear Creek basin in central Colorado. <br /> <br />2 <br />
