William McDonald, Director
Colorado Water Conservation Board
Department of Natural Resources
823 State Centennial Building
1313 Sherman Street
Denver, Colorado 80203

Dear Mr. McDonald:

This is in response to your letter of July 16 to
Colonel Andrews concerning the amount of storage available for
water supply storage in, and the status of our study on the
operation of, the Denver Tri-Lakes system.

Excess storage has been identified in both Bear Creek
and Chatfield reservoirs which is available for purposes other
than exclusive flood control. The amounts of this storage are
15,000 and 26,000 acre-feet, respectively. The hydrologic
analysis in which this excess available storage was identified
was completed in September 1983. I haye enclosed a copy of
tnat analysis for your information. The availability of this
storage has not changed; howeyer, the status of probable ,use
is contingent upon the outcome of our operation study.

The objectiye of the operation study, as you are aware,
was to determine the merits of using this storage to refine
the flood control function of the dams by regulating
discharges during flood conditions to restrict flows at
Henderson and minimize flood and erosion problems. This study
is on schedule and will be completed by late September 1984.
Data and/or decisions concerning how much or how effective the
use of this storage is in meeting the targeted objective will
not be available until the study is completed.

Your office will be given an opportunity to review the
results of our studies upon completion. In making our
decision on the possible reallocation of the excess storage in
