,

-2-

,

Environmental effects, particularly at the upstream end of Chatfield
reservoir, may be important. Environmental constraints should be addressed
early to assure that the water supply proposal does not result in unacceptable
environmental impacts.

Use of the two reservoirs for water supply storage will require a
contract between the Federal Government and the sponsor under Section
301(a) of the Water Supply Act of 1958, as amended. In this instance,
we would prefer that the State of Colorado act as the single sponsor for
the water storage contract.

Extensive coordination will be required to develop a water storage
proposal consistent with recreational and environmental concerns. Recrea-
tion plans, an environmental assessment, and a \'/ater contract must be
prepared. I would, therefore, suggest that a meeting be scheduled to
begin these contract discussions at your earliest convenience. Mr. Rick Miner,
of my staff, will be the District point of contact. His number is (402)
221-3135.
