The engineer provides office space, clerical services, <br />transportation, and other services. The Forum agrees to pay fees for services and certain <br />other operating costs associated with this contract. The expenses incurred under the <br />contract are reflected in the accompanying statement of revenues, expenses, and fund <br />balance. <br /> <br />(3) State Allocation <br /> <br />State allocations represent charges to the states for their pro-rata share of allocations for <br />the purpose of operating the Forum. Such allocations are based on a formula and are <br />charged to the states annually. <br /> <br />(4) Income Taxes <br /> <br />The Forum is an organization formed by the seven Colorado River Basin States and as <br />a quasi-governmental organization is not subject to income taxes. <br />
