Within the qualifICations set forth under RA TI- <br />ONALE, a search of possible contenders should be made, <br />with a list prepared of those that appear most likely to <br />succeed, and the lavorable and unfavomble aspects 01 <br />eaeh speeies noted. <br />e. PREUMINARY ASSESSMENT OF mE IMPACT. This <br />should go beyond the area 01 RATIONALE to consider <br />impact on target aquatic ecosystems, general effect on <br />game and food fishes or waterfowl, on aquatic plants and <br />public health. The published inCormation on the species <br />should be reviewed and the species should be studied in <br />prcli:n:n()ry fashion in its biotope. <br />d. PUBLICITY AND REVIEW.
