Scoping in the EA Process

The purpose of public scoping is to provide information to interested parties relative to the
purpose and need for the proposed project and to describe alternatives and issues which have
been identified to date. Public scoping also provides a process whereby interested project
stakeholders may provide constructive input to the permitting process and decision.

Public scoping is not typically required during the preparation of an EA. However, the BLM has
the option of holding public scoping meetings and has elected to have a public scoping process
for this project. The issues determined to be significant will shape the scope of environmental
investigations documented in the EA.

The scoping process was initiated on March 14, 1995, with the publication of the Notice of Intent
in the Federal Register. The public is encouraged to participate in this process by either
attending the public scoping meeting on March 29, 1995, or sending written comments. The public
input from the meeting and comments received will be evaluated by the BLM for consideration in
the EA. A comment form has been included on the last page of this booklet.

Written comments can be submitted to the following address until the comment period ends on April
14, 1995:

The Grand Junction Resource Area, Area Manager
Attn: Plateau Creek Pipeline Replacement Project
Bureau of Land Management
2815 H Road
Grand Junction, CO 81506
(970) 244-3000

,".,

;:::. ~ '" ~?'"t:::

,
