<br />. <br /> <br />002875 <br /> <br />I NTRODUCTI ON <br /> <br />. <br /> <br />The Bureau of Reclamation has initiated a comprehensive study of the <br />Hhite River in Western Colorado to develop information relative to the <br />Yellow Jacket Project, a proposed multi-purpose water development project <br />for irrigation, municipal, industrial, and energy-related water uses (BOR, <br />1968). This development must be accomplished within an environmenta11y- <br />sound framework, which requires that the existing baseline environmental <br />conditions be determined prior to any major development activity. <br /> <br />The environmental studies initially planned by the Bureau of Reclama- <br />tion focused primarily on biological investigations, both aquatic and <br />terrestrial. These studies were' contracted with the Colorado Division <br />of Wildlife (Burkhard, 1976). In order to complement the aquatic biolog- <br />ical study, and produce a more comprehensive appraisal of existing stream <br />characteristics, the Region VIII EPA office in Denver was asked to conduct <br />an intensive water quality investigation concurrently with the Colorado <br />Division of Wildlife study. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />The purpose of the study was to document the current baseline <br />conditions of water quality present in the White River during both <br />"low flow" and "high flow" periods.
