When the lakes are full of
water, their surface acres total around 10,000. In the late IBOOs, a
complex system of canals was built to supply the lakes with water from the
Arkansas River. The Fort Lyon Ditch Co. and the Amity Mutual Irrigation
Company presently store water in the reservoirs. Water levels at the
lakes have historically fluctuated greatly during wet and dry climate
cycles; it takes an unusually wet cycle for them to capture a great deal
of water.

In the early and mid-19BOs, the area experienced a series of wet

years and the reservoirs filled. This turn of events made people in the

area aware of the reservoirs' recreation potential. In the mid-/BOs, .

Kiowa County took the lead and, in cooperation with a number of other

governmental and quasi-governmental groups, they contracted with the

University of Colorado at Colorado Springs to study the reservoirs'
. - -.. .' Although the Division of Parks has been talking to
interested parties in the area from the outset, we did not take part in
the study--or in the production of a brochure on the proposed recreation
facility (see attached).
The study showed that the people of the area want a good recreation
facility, with opportunities for fishing, waters ports and hunting. The
study also provided a computer model that could be used to show a variety
