<br />. <br /> <br />. <br /> <br />OlJ2230 <br /> <br />EXECUTIVE DIRECTOR'S MONTHLY REPORT <br />TO THE <br />COLORADO RIVER BOARD OF CALIFORNIA <br /> <br />March 9, 1999 <br /> <br />r'":"- "';::0 <br />;jl-.'~_ _.1__ <br /> <br />MAR 1 5 1999 <br /> <br />ADMINISTRATION <br /> <br />- ~rado Water ... <br />~~~n BOiid <br /> <br />CRB Budget Hearing <br /> <br />On February 24th, I attended a hearing of Senate Budget Subcommittee No.2 to provide <br />testimony supporting the Colorado River Board's budget in the amount of$I,071,000 for FY 99/00, <br />The Board's budget was approved by unanimous consent of the committee, I have also been requested <br />to appear before the Assembly Budget Subcommittee No, 3 on March 17th, I have been advised to <br />expect questions on the status of the Board's development of its 4.4 Plan, especially with the Secretary <br />of the Interior pulling out of the negotiations involving administration of the agricultural agencies <br />entitlements. <br /> <br />Board Retreat <br /> <br />The Mission Inn, located in Riverside, California, has been selected as the site of the Board's <br />retreat. The meeting is scheduled to begin at 10:00 a.m, on Wednesday, March 31st, and conclude at <br />noon on Thursday, April 1 st, <br /> <br />PROTECTION OF EXISTING RIGHTS <br /> <br />Colorado River Water ReDort <br /> <br />During January 1999, storage in the major Upper Basin reservoirs decreased by 442,000 <br />acre-feet and storage in the Lower Basin reservoirs increased by 95,000 acre-feet. Total System active <br />storage as of the end of January was 53,974 million acre-feet (mat) or 91 percent of capacity, which is <br />0,050 maf less than one year ago, <br /> <br />February releases from Hoover, Davis, and Parker Dams averaged 13,190, 12,200 and <br />8,440 cubic feet per second (cfs), respectively, Planned releases from those three dams for the month <br />of March are 19,600, 19,000 and 16,300 cfs, respectively, The February releases represent those needed <br />to meet downstream water requirements, <br /> <br />The final March 4 forecast of April through July 1999 unregulated inflow into Lake Powell is <br />6,500 maf, which is 84 percent of the 30-year average for the period 1961-1990, The final March <br />forecast of the unregulated inflow into Lake Powell for the 1998-99 water year is 10.598 maf, or 9 <br />percent of the 30-year average, <br /> <br />The Lower Division states' estimated consumptive use of Colorado River water for calendar <br />year 1999, as estimated by Board staff, totals 8.236 mafand is projected as follows: Arizona, 2,846 maf; <br />California, 5,128 maf; and, Nevada, 0,262 maf.
