The cost by 1990 will be 124 millj~on. The Economic <br />Detriment of one part per million salt at Imperial Dam is equal to $230,000. <br /> <br />Our Congress recognized these problems when it authorized the Grand <br />V~lley Salinity Project as part of the Colorado River Water Quality <br />Improvement Program. The Bureau of Reclamation was n~led responsible <br />for the program and there have been many Federal, State and Local organi~ <br />zations working on the project. <br /> <br />In late 1972 the Grand Valley Salinity Coordinating Committee was <br />formed. Its primary purpose is to coordinate water activities, eliminate <br />duplication of effort and promote understanding of salinity control programs. <br /> <br />The Grand Valley Canal Systems Incorporated have represented the water <br />users of the valley at the Coordinating Committee. All of the ditch companies <br />and the drainage district have taken an active part in the deliberations <br />of the committee through their able representatives: Robert Henderson, <br />Bill Klapwick, .Jack O'Connor, Bob Gobbo, Jim and Dick Fry, H. K. Heist and <br />many others. <br /> <br />Irrigators here in the valley are about to embark on the multi,million- <br />dollar construction program which will not only improve the quality of water <br />in the Colorado River but will also improve their irrigation systems, increase <br />their production and save them time and money. In order that everyone knows <br />what is going on and how they can participate in the project the committee <br />is taking this opportunity to acquaint you with the status of the project <br />to date. <br /> <br />Briefly the construction should start next fall (in fiscal 1977). When <br />and if the money is appropriated the Bureau of Reclamation will commence <br />the lateral lining program. This part of the program will not cost the <br />irrigators a dime. But suppose you would prefer a pipeline instead of an <br />open ditch: Possibly then you can work out an agreement with the Bureau <br />to construct the kind of system that meets your needs the best. <br /> <br />As the canals and laterals are being constructed we hope to have an on- <br />farm construction program going whereby the Soil Conservation Service will be <br />able to implement the kind of on-farm irrigation system that best meets the <br />needs of your farm. 1'his will necessarily be a cost sharing program, but <br />we hope to make it the kind of an opportunity you can't afford to pass up. <br /> <br />Now, in order that you know what is being done and who lS doing it, <br />we will herein present a hrief description of the work each agency is <br />doing. <br />
