The other major reason given was to help protect <br />the habitat of the endangered Greenback Cutthroat Trout if present. I would also observe <br />that requests are for the most part on streams whose watersheds are a major recreational <br />resource in the area. The state's primary concern and that of the water users as well, is <br />that there remains enough water above the QP to meet the needs of any development that <br />might be likely to occur. For the most part, this water development will have to occur <br />during spring runoff either directly or by exchange. Thus, there is a need to define-the <br />high flow amounts and the duration of that protection and this issue has yet to be <br />discussed in any real detail on each of the 14 streams. <br /> <br />We also needed to determine if Greenback Cutthroat Trout are present on 4 <br />streams and have worked with the CDOW to accomplish this. Based on information <br />from the CDOW, we have only been able to confirm the presence of Greenback Cutthroat <br />Trout on Lake Fork Creek. There is no documented evidence at the CDOW that <br />Greenbacks exist on the 4 streams in question. We need to reach conclusion on this issue <br />with the USFS. <br /> <br />Please note that on streams where the workgroup recommends that onlv the <br />CWCB instream flow be protected at the QP, that it is the opinion of the workgroup <br />that such can be done with no adverse impact to any upstream development <br />potential above the QP. Going stream by stream the recommendations of the <br />workgroup are as follows: <br /> <br />17G Camp Creek (USFS will drop all claims) <br /> <br />19A South Catamount <br />QP at sec 23 - 13S - 69W; at point just below the Glen Cove confluence <br />Amount: A CWCB instream flow recommendation needs to be made and would likely <br />be deemed acceptable. In addition, USFS requests a high flow between May 1 and July 15 <br />of at least 70% of bankfull and up to 120 % of bankfull to maintain habitat for <br />Greenback Cutthroat Trout if present. Group wanted more definition (limits) on the high <br />flow request and assurance that there would be some upstream exchange potential <br />particularly during runoff. <br /> <br />19E South Fork of French Creek <br />QP at sec 35 - I3S - 68W; at point just above the North Fork confluence <br />Amount: A CWCB instream flow recommendation needs to be made and would likely <br />be deemed acceptable. In addition, USFS requests a high flow between May 1 and July 15 <br />of at least 70% of bankfull and up to 120 % of bankfull to maintain habitat for <br />Greenback Cutthroat Trout if present.
